76. The powers and functions of the PNP-Regionalkommandos f-r die Autonomous Region/SRSF, which is exercised in areas covered by the Regional Autonomous Government (RAG), are: (a) the application of all laws and regulations relating to the protection of life and property; B. Maintaining peace and order and putting in place all necessary measures to ensure public safety; investigate and prevent crimes, arrest offenders, bring offenders to justice and assist in prosecuting them; (d) the exercise of general powers to arrest, search and seize in accordance with the Constitution and relevant laws; E. to arrest and arrest a person for a period that does not go beyond what is required by law, by informing the person thus detained of all his rights under the Constitution and respecting the human rights inherent in citizens; and f. Completes these other tasks and perform all other tasks provided for by law. On 23 June 2016, the government and the FARC agreed on three of the most important points, namely the bilateral and final ceasefire, arms withdrawal and security guarantees, on the third item on the agenda for the end of the conflict. The 1996 peace agreement provides that various provisions, including such as the ARMM for the creation of a regional economic planning and development committee, the promotion of tourism, the power to promote transport, incentives, including tax leave within its autonomy powers and resources, the establishment of a regional and local tax code, the creation of banks and bank branches and the creation of an Islamic banking unit within the ARMM. ARMM, in agreement with the Central Bank, was allowed to accept foreign financial and economic subsidies, issue its own bonds, treasury bills and debt securities. The peace agreement requires the fiscal autonomy of the ARMM, grants preferential rights to the exploration, development and exploitation of natural resources in the area of autonomy, respecting existing rights in the exploration, exploitation and exploitation of natural resources. The internal tax levied by the ARMM region should be allocated for a period of five years to the autonomous communities of the region, under the annual general appropriation law, which could be renewed on the basis of reciprocity between the national government and the regional autonomous government.
Following the establishment of the Regional Economic Area Authority (REDC) in the ARMM region, there was no clear indication or report that the organization had implemented the specific reforms required by the agreement. As part of the safeguards for non-repeated measures, the government would take steps to strengthen mechanisms to promote human rights and mechanisms to protect human rights organizations and defenders. These include promoting a culture of human rights for peace and reconciliation, strengthening national human rights information and monitoring systems, implementing human rights education, strengthening human rights organisations, to develop a comprehensive safeguarding protocol for human rights organizations, to strengthen cooperation with the Attorney General for the monitoring of complaints and investigations, to implement a national human rights plan, to adopt measures and amend legislation on the protection of social protests and mobilization, as well as the creation of a human rights advisory commission for the government and public institutions.  The Colombian peace process differs from other conflicts due to the support and participation of the international community.
